On a 4 lane road (1 each direction driving, 1 each direction parking, 12 feet wide per lane) with the band at double arms dressing left to right, 4 paces front to back, a wheel will look like the following:

Grey dotted line is the division between driving and parking lanes. darker blue dotted lines are the tire treads of the lane (car centered on driving lane). Very light blue lines are the tire paths of parked cars, 6″ from the curb.
Notice how the outside rank steps out slightly (pace goes from 30″ to 32-36 (depending on the height of the shortest legged member in that rank) and the inside rank steps heel to toe and a slight side shuffle so that the following ranks have somewhere to go.
